In Chinese, "要" has many meanings, one of which is "need to". However, when you want to express "don't need to", you actually use "不用", not "不要".

在汉语里,"要"有很多意思,当它表示"need to"的时候,否定形式"don't need to"对应的是"不用",而不是"不要"。

Colloquial Saying with 这还用说

In spoken Chinese, the rhetorical question, "这还用说(吗)?", indicates the speaker believes that the statement is obvious. It is equivalent to the speaker saying, "is that seriously a question?" or "do you really need to ask?" Often "这还用说(吗)?" is said in an impatient tone of voice.

在口语里,反问句"这还用说(吗)?"表示说话人认为事情很明显,对方问得多余,常常含有不屑回答或者不耐烦的语气。
