While 关心 and 在乎 both are verbs that mean to care about, they are used in entirely different contexts. 关心 can be used in the positive and negative sense, whereas 在乎 is used only in the negative sense. Another difference is 关心 is used in informal and formal situations, whereas 在乎 is used in informal situations.
