While both 发达 and 发展 are used to mean “develop”, these two words are very different. First off, 发达 is used more often in informal situations, whereas 发展 is used in formal situations. Beyond this, the key distinguishing factor between these two is they are different parts of speech and as such used differently. 发达 is an adjective and is usually used to describe something that is “developed”, whereas 发展 is a verb and is usually followed by an object to mean “to develop”.
