创造, 创作, and 发明 are similar because all are verbs and can be translated to mean “to create” or “to produce” something that didn’t exist before. Additionally, all three are usually used in formal situations. Nonetheless, although similar, these three words cannot be used interchangeably. 创造 is used to mean to produce or create in the broadest sense, for example something abstract (history, culture) or concrete (a world record, a miracle). 创作 is used to mean to produce or create an artistic work (a painting, a book, music). 发明 is used to mean to invent (a thing, a skill, a method). Finally, it is worth noting that 发明 can also be used as a noun, to mean “an invention”.
