发 and 寄 both are verbs and can be translated to mean “to send” and sometimes can be used interchangeably. Both are used in informal and formal situations. Yet, these words have differences as 寄 is only used to mean to send a letter or a package via the post office or an express delivery service, while 寄 can be used in this manner, but has a much wider variety of uses and is most often used to mean to send electronic information via the internet.
