The simplest way to understand 是否 is to think of it as a formal written version of 是不是.
Structure
是否 is used together with a verb or an adjective.
是否 + Verb / Adj.
Examples
- 他们 是否 考虑 过 在 上海 买 房？
- 你 父母 是否 同意 你们 住 在 一起？
- 你 是否 清楚 这样 做 的 后果？
