When you want to express that someone is in charge or takes responsibility for something, you can use the 由... 做主 grammar pattern.
Structure
Area of responsibility + 由 + Person(s) + 做主
Examples
- 我们 家 由 我 妈妈 做主，她 说 什么 我 和 爸爸 就 做 什么。
- 作为 商店 经理，所有 的 事情 都 由 你 做主，出 了 事情 也 由 你 负责。
- 极权 主义 政府 通常 是 由 一 人 或 一 党 做主，而 民主 社会 通常 是 由 全民 做主。
