You already know that "以……的名义" (yǐ……de míngyì) is one way to express "in the name of." Similar to this structure is "借……之名" (jiè……zhī míng) which expresses "in the name of" but can also express "under the guise of." This slight difference allows for this structure to be used in situations with more of a negative connotation.
