Most Basic Differences between "常常" and “往往”
"常常" simply means something happens frequently and it's not necessarily regularly, and also not restricted to a certain precondition. “往往” is used in certain conditions to mean how things can be or are like, sort of like "tend to". It's a conclusion or judgment of a regular situation. It has nothing to do with interval length. This is where it's very different from "常常." When using "往往," the sentence itself usually has a kind of condition of an occurring situation or behavior, for example, "商场往往周末的时候比较热闹。" Also, "常常" can omit a "常," but you "往往" cannot omit a "往."

Other Differences between "常常" and “往往”
“常常”可用于祈使语气,表示建议,也可以用于将来;“往往”都不适用于这些情况。

否定形式和疑问句中的区别
“常常”的否定形式是“不常”,表示“很少”。“往往”没有否定形式“不往往”,但是“往往”也可以出现在否定句中,常见的是“往往不/没”。此外,“常常”可以用于疑问句,“往往”不能用于疑问句。
