The simplest way to understand 是否 is to think of it as a formal written version of 是不是.
Structure
是否 is used together with a verb or an adjective.

Examples
- 明天 你 是否 依然 爱 我？
- 你 是否 觉得 这样 做 太 过分 了？
- 他 是否 感觉 到 这里 不 欢迎 他 了？
