There are multiple ways of stating the effect before the cause and also ways to state the cause before the effect. "通过…… ,使……" (tōngguò……, shǐ) has a similar meaning to cause and effect but can be thought of more specifically as "by doing this..., it causes this..." As a result, the first scenario after 通过 (tōngguò) must include someone doing something or something happening.
